Two things move the estimate the most: how many people live in the home, and the suburb's climate zone. A bigger household runs more appliances and needs more hot water, so usage scales up with occupants. Climate zone matters because a suburb that needs more heating in winter or more cooling in summer carries a heavier load than a mild-climate suburb with the same number of people in it.
Tariffs add a second layer on top of usage. Queensland and NSW retailers charge different rates per kilowatt-hour and different daily supply charges, so two suburbs with identical usage can still land on different bills depending on which state they're in. Units are estimated lower than houses, reflecting a smaller conditioned floor area to heat and cool.
