Brisbane City Council charges owner-occupied houses $1,519 in residential rates for 2025-26. Units in strata schemes pay $999. But a third of Greater Brisbane's suburbs fall outside BCC, and rates in those council areas differ, sometimes significantly. What council rates are and how they're calculated
Council rates are an annual charge levied by your local government to fund roads, parks, libraries, waste collection, and local services. In Queensland, rates are calculated by multiplying a council-set "rate in the dollar" by your property's assessed land value. The $1,519 figure covers the general rate only. BCC also charges separately for waste and cleansing, utility charges, and any special levies that apply to particular properties. These are not included in SuburbCost's council rate figure, which is the general rate for comparison purposes.
The unit rate anomaly: lower rates, higher total costs
Units in BCC pay $520 less in council rates than houses ($999 vs $1,519). This is intentional policy, the CTS minimum rate acknowledges that unit owners share infrastructure costs across a building. The saving sounds useful. In practice, it disappears in body corporate levies.
Body corporate levies for a typical BCC unit range from $1,500 to over $7,000 per year depending on the building's age, size, amenities, and management structure. A $3,000 body corporate levy, roughly the mid-range for a post-2000 low-rise, means a unit costs $1,130 more per year to run than a house in the same suburb, despite paying $520 less in rates.

The result is that annual rates in outer council areas can sit either above or below BCC's $1,519, depending on the council's budget position and land values in a given suburb. Buying in a cheaper-to-purchase outer suburb does not automatically mean lower rates.

For a house in a BCC suburb, council rates represent roughly 25% of the total annual running cost. The biggest line item is usually either commute (for middle and outer suburbs) or home insurance (for high-risk areas). Looking at rates in isolation understates the picture.
In Chermside (BCC, 9.5km from CBD): council rates are $1,519, water and sewerage $1,824, driving commute $803, and home insurance $1,850. Total: $5,996 per year. Rates are the second line item, not the first.
For outer suburban buyers drawn by lower purchase prices, commute costs can overtake rates as the dominant running cost.
