Most expensive water rates in Queensland and NSW, 2026
Water is one of the few household costs where Queensland and New South Wales can be compared directly, and the answer is not the one the general cost-of-living story would predict. Every Queensland water provider charges more than either New South Wales utility, and the gap at the extremes is 68%.
Redland City Council has the most expensive water rates of the 12 providers compared, at $2,308 a year for a typical household, followed by Toowoomba Regional Council at $2,188 and City of Gold Coast at $2,169. The least expensive is Hunter Water at $1,377. All 10 Queensland providers charge more than both New South Wales utilities.

Water is the one cost on this site that compares cleanly across the two states. Council rates do not: Queensland publishes a minimum general rate and New South Wales an average residential rate, and we never rank them in one list. Water is different. Both states quote a typical annual residential bill on a comparable usage assumption, so a direct comparison is legitimate here in a way it is not for rates.

What the ranking shows
The finding that matters is the state split, and it is total. Every one of the 10 Queensland providers charges more than either New South Wales utility. The cheapest in Queensland, Cairns Regional Council at $1,765, still costs $217 more than the dearest in New South Wales, Sydney Water at $1,548.
The structural reason is who does the billing. In Queensland, most councils are the water provider, and the charge sits alongside rates as part of what the council collects. In New South Wales the water utilities are separate state-owned entities serving many councils at once, with pricing overseen by IPART. Two different arrangements produce two different price levels, and the household on the receiving end pays the difference either way.
It also cuts against the usual framing. Queensland is generally presented as the cheaper state to live in, and on council rates the picture is mixed. On water it is not mixed at all: a Brisbane household on $1,900 pays $352 a year more than a Sydney household, before anything else is counted.
Within a provider the bill is effectively flat. That is worth knowing if you are comparing two suburbs served by the same utility, because water will not be what separates them. It is the one cost in the model that does not vary by address.
Methodology
Basis. Typical annual residential water and sewerage bill for 2026-27, on an assumption of roughly 190 kilolitres a year. Both states are quoted on the same basis, which is why they are ranked together here.
Grouped by provider, not council. Water is billed by utility. In Queensland that is usually the council itself; in New South Wales it is a separate state-owned utility spanning many councils. Unitywater appears twice because its Moreton Bay and Sunshine Coast service areas price differently.
Excluded. 3,369 regional New South Wales suburbs sit on a modelled estimate rather than a published figure and are left out of the ranking entirely. A further 181 suburbs carry a neighbouring utility's figure and are also excluded. A ranking is exactly where a placeholder becomes a published error, so neither is shown with a caveat instead.
What is not counted. Usage above the assumed volume, pensioner concessions, and any separate stormwater or trade waste charge.
