What each Queensland council charges per dollar of land

Queensland councils set a rate in the dollar and apply it to a property's rateable value. That rate runs 7.4 times from the lowest to the highest, and the reason is the opposite of what the figures look like at first glance.

Across the 18 Queensland councils covered here, the rate in the dollar for owner-occupied residential land runs from 0.2001 cents in Noosa Council to 1.4832 cents in South Burnett Regional Council, a spread of 7.4 times, with a median of 0.4893 cents. Every council also sets a minimum general rate, and below a crossover value the minimum is charged instead of the rate. A high rate in the dollar does not mean a council is expensive to live in. It usually means the opposite, because a council whose land is cheap has to strike a higher rate to raise the same revenue.

Why a high rate in the dollar does not mean expensive

A council works out the revenue it needs, then sets a rate in the dollar that will raise it from the rateable value in its area. Where land values are low, that rate has to be high. Where land values are high, it can be low and still raise more.

South Burnett Regional Council strikes 1.4832 cents and Noosa Council strikes 0.2001 cents. Read as a price comparison, that looks like a 7.4-fold difference in cost. It is not. It is a 7.4-fold difference in how much rateable value each council has to work with.

This is also why there is no state-wide ranking on this page at a single valuation. Apply $700,000 to every council and the order produced is close to a ranking of which councils have the cheapest land, with the regional shires at the top and Brisbane near the bottom. The arithmetic would be right and the conclusion would be wrong, because $700,000 of rateable value is an ordinary suburban block in one of those places and a substantial rural holding in the other. Councils are only compared below within South East Queensland, where that valuation is plausible for every council in the set.

The rate in the dollar, and where the minimum stops binding

Two numbers decide a Queensland rates bill. The rate in the dollar, and the minimum general rate that applies when the rate produces less than it. The third column is the crossover: below that rateable value you pay the minimum, above it you pay the rate.

6 of the 18 councils are still on their minimum at a $400,000 rateable value, which is why a modest block in those areas pays a flat figure no matter how modest it is. Noosa Council has the highest crossover at $769,615.

6 councils band the rate, so the rate in the dollar itself falls as the value rises. Sunshine Coast Council has 10 bands, the most in the state, and its cheapest band applies only above $5,603,000. The rate shown above is the one that applies at a $700,000 rateable value, so it matches the figures worked below rather than a band most properties never reach.

South East Queensland compared at the same valuation

These 11 councils all contain ordinary residential property at $700,000 of rateable value, so comparing them at that figure compares like with like. The median is $2,377, and the range runs from $1,494 in Brisbane City Council to $5,282 in Lockyer Valley Regional Council, a difference of $3,788.

For those 6 the figure above assumes the value given is already the averaged one, which is what appears on the rates notice. The free Valuer-General lookup will not reproduce it.

Methodology

What is calculated. The general rate only, for owner-occupied residential land, at 2026-27 rates. Find the band whose range covers the value, multiply by that band's rate in the dollar, and substitute the band's minimum where the result falls below it.

What is excluded. Water, sewerage, waste, environment and emergency management levies. These are separate charges on the same notice and can add substantially, so a figure here is not a bill.

Valuation basis. 6 of the 18 councils apply the rate to a three-year averaged value under section 74(4) of the Local Government Regulation: South Burnett Regional Council, Lockyer Valley Regional Council, Ipswich City Council, Logan City Council, City of Gold Coast, Brisbane City Council. For those, use the rateable value on your notice, not the Valuer-General figure.

Caps. 5 councils cap the year-on-year increase for an individual property: Townsville City Council at 20 per cent, Southern Downs Regional Council at 25 per cent, Ipswich City Council at 15 per cent, Scenic Rim Regional Council at 25 per cent, Moreton Bay Regional Council at 15 per cent. A cap depends on what that property paid last year, which cannot be known here, so a capped council's figure can overstate.

None is excluded for being expensive or cheap. Each is excluded because the council divides its residential land on a boundary it does not publish, so any figure would be a guess dressed as an estimate.

Not comparable with other states. New South Wales publishes an average residential rate and Victoria an average rate per property assessment. Both are averages of actual bills. This is a calculation on a hypothetical value. The three are never ranked together on this site.

How are council rates calculated in Queensland

A council sets a rate in the dollar for each category and multiplies it by the property's rateable value, then applies a minimum if the result falls below it. Across the 18 councils covered here the rate in the dollar runs from 0.2001 cents in Noosa Council to 1.4832 cents in South Burnett Regional Council, a spread of 7.4 times. Some councils also band the rate, so the rate itself changes with the value.

Why do country councils charge more per dollar than Brisbane

Because the rate in the dollar is set to raise the revenue a council needs from the rateable value it has. Where land values are low, the rate in the dollar has to be high to collect the same amount. South Burnett Regional Council strikes 7.0 times Brisbane's rate in the dollar, and that is a statement about its land values, not about it being an expensive place to live. Comparing councils at one fixed valuation inverts the relationship and is why this page does not do it across the state.

What rateable value should I use

The one printed on your rates notice. 6 of the 18 councils here apply the rate to a three-year averaged value under section 74(4) of the Local Government Regulation rather than this year's valuation, so the free Valuer-General figure will not reproduce their bill. Those councils are South Burnett Regional Council, Lockyer Valley Regional Council, Ipswich City Council, Logan City Council, City of Gold Coast, Brisbane City Council.

Why does my small block pay the same as a bigger one

Because of the minimum general rate. Below a certain value the rate in the dollar produces less than the minimum, so the minimum is charged instead and every property below that point pays exactly the same. Noosa Council has the highest crossover of the councils here, at $769,615, so any property below that value pays its $1,540 minimum.

Which Queensland councils are not covered here

Toowoomba Regional Council, Tablelands Regional Council, Mareeba Shire Council. Toowoomba publishes no catch-all residential category, so an unnamed address has no single answer. Mareeba and Tablelands divide their residential categories on boundaries no council document defines. None of them is left out for being expensive or cheap; each is left out because a figure would have to be guessed.
