Victorian figures are the average rate per property assessment: the council's general rates, municipal charges and supplementary rates divided by its number of rateable properties, indicator FIM-E4 of the Local Government Performance Reporting Framework, audited, for 2024-25. It covers every rateable property, not houses only, and it excludes waste and other service charges. It is not the same statistic as the New South Wales average residential rate or the Queensland minimum general rate, so the three are never ranked against each other.
Victorian council rates are capped on the average rate per rateable property, set at 2.75% for 2026-27 by the Minister for Local Government on Essential Services Commission advice, after 3% for 2025-26. The cap applies to the council's average, so an individual rates notice can move by more.

The 2024-25 average rate per property assessment
This is an average across every rateable property in the Mitchell Shire Council area, not a charge anyone pays. Commercial, industrial and farm assessments sit in it alongside houses, and a council with many modest assessments can report a lower figure than one with fewer, more valuable ones, whatever an individual owner is billed. Rates in Victoria are worked out from a property's valuation and the council's rate in the dollar, so an individual notice moves with that valuation.

Frequently asked questions
What is the average council rate in Mitchell Shire Council?
The average rate per property assessment in the Mitchell Shire Council area is $1,947 for 2024-25. That is the council's general rates and municipal charges divided by its number of rateable properties, indicator FIM-E4 of the Local Government Performance Reporting Framework. It covers every rateable property rather than houses alone, and it excludes waste and other service charges, so it is not what any one household pays.
How do Mitchell Shire Council rates compare with other Victorian councils?
Mitchell Shire Council is 37th dearest of 79 Victorian councils on the average rate per property assessment for 2024-25, 1% above the VIC median of $1,937. Among large shire councils, Moorabool Shire Council reports $1,979 and Wellington Shire Council reports $1,960.
How much can Victorian council rates rise each year?
Victoria caps rates through the Fair Go Rates System. The Minister for Local Government sets the cap before 31 December each year on Essential Services Commission advice, and it is 2.75% for 2026-27, after 3% for 2025-26. The cap applies to a council's average rate per rateable property rather than to any single rates notice, so an individual bill can move by more. Waste and other service charges sit outside the cap, and a council can apply to the commission for a higher cap.
Can Mitchell Shire Council rates be compared with Queensland or New South Wales councils?
Not directly. Victoria reports an average rate per property assessment across every rateable property. New South Wales reports an average residential rate, and Queensland publishes a minimum residential general rate, which is a floor rather than a typical bill. Three states, three different statistics, so SuburbCost ranks them separately and never totals them.
